Gunman in a random mass shooting in Washington’s Van Ness neighborhood.
Raymond Spencer of Fairfax, Virginia, was 23 years old when he committed the crime and then killed himself.
He perched from a sniping position on the fifth floor of an apartment building near a school. Four victims were hit, none fatally.

An account that went by Raymond Spencer on 4chan posted a graphic video of the shooting on the message board.
DC Police Chief Robert Contee says "We believe that the suspect took his own life as MPD members were entering or breaching the apartment where the suspect was located."
MPD doesn't confirm the identity of the suspect at this time, Pending official notification of next of kin.

D.C. police Chief Robert Contee said they believe Spencer died by suicide as officers were entering the fifth floor apartment where he was staying.
