This is a mild expletive frequently seen in the phrase Putsa talaga.

Similar-looking Tagalog word, but much harsher in tone: Puta.

It’s possible that putsa is an alteration of the word puta to make it milder in tone.

  1. I used to think that “pucha” was developed by Filipino kids from genteel backgrounds, like those in Catholic schools, but apparently it is also used in Spanish-speaking countries, and in the same way.
