Hulidap is when a policeman “arrests” people, then robs them or exhorts money from them in return for being released. The closest American equivalent would be how LAPD cops “arrest” women for “public intoxication” then subsequently assault them except the word “hulidap” does not include connotations of sexual assault. Hulidap is more of financial extortion.
