Vagrancy is the condition of homelessness without regular employment or income. It is often associated with loitering, and under the relevant laws, arrests are made by authorities.
In the United States, it is more common to be arrested for loitering, instead of vagrancy. Loitering is the act of remaining in a particular public place for a protracted time (“hanging out in the streets or at a park”), without any apparent purpose.
